Unijobs are working with the Saolta University Health Care Group to recruit this role which carries the title internally of Medical Workforce Manager. It is a key post in the management structure of Galway University Hospital. The post holder has specific responsibilities for a number of key functions in the context of the management of medical staff in the organisation. Initially for 6 months, the Salary scale for the post is between €67,135 to €80,475 - previous public sector experience may influence the point on the scale on which the successful will be place. Principal Duties and Responsibilities. The person holding this post is required to support the principle that the care of the patient comes first at all times and will approach their work with the flexibility and enthusiasm necessary to make this principle a reality for every patient to the greatest possible degree. Monitoring of sickness/absence and implementation of local and national control measures at Department Level. Proactively manage persistent poor staff attendance. Advise and work closely with Senior Management and Clinical Directors on Workforce Planning activities (Medical HR Forum and Executive Management Team), service developments and quality management requirements such as HIQA and JCI standards. On behalf of management, the Medical Workforce Manager will manage the operation of the NCHD contract and ensure consistency with service plans, Co-ordinate NCHD rostering and deployment effectively throughout the hospital in line with the hospital's strategic and service plans and in conformity with current clinical and legal requirements and agreements in the provision of patient care. Work closely with clinical and managerial stakeholders in the preparation, planning and implementation of the European Working Time Directive. Proactively lead, manage and drive to ensure EWTD compliance, liaising appropriately and reporting to external agencies. Liaise with the Quality, Safety and Risk Management function in administering clinical indemnity insurance cover and related activities. Participate in internal audits and the implementation of recommendations from internal audit reports. Promote and facilitate a safe working environment for staff in compliance with Health & Safety requirements and best practice. Manage the recruitment process, having regard to the approved medical staff complement and procedures to be met in filling posts, having regard to the HSE requirements for Consultant and NCHD appointments. Ensure business cases and items for discussion and approval are brought to the Medical HR forum for discussion and approval. Work closely with the relevant/professional training bodies to ensure the delivery of high quality training, development and education for medical staff. Maintain the necessary records both electronic and manual to facilitate accounting for the payment of training/education grants to NCHDs and Consultants. Manage the provision of internal accommodation for NCHDs in the context of the employer's contractual obligation. Promote and foster positive Industrial/Employee Relations, with a particular emphasis on innovative engagement models. Manage operational IR/ER issues that arise e.g. handling Discipline & Grievance issues and providing relevant advice and support as required. Work closely with the Lead NCHD's and representative roles designed to ensure operational and development issues are managed effectively. Provide effective leadership and management of the Medical Workforce that enables staff to perform to their full potential. Develop and monitor the delivery of an internal suite of Key Performance Indicators relevant to HR and Directorates. Participate in the preparation of an annual budget and business plan for the Division and monitor performance against approved plans. Liaise and work collaboratively with HR Managers and other HR staff. Work closely with the Finance Department to ensure enhanced financial control, value for money and accountability. Liaise with key internal and external stakeholders/agencies and represent the Hospital at national level where required. Proactively engage with the National Medical Workforce Group. Lead and support the Clinical Directorate Model and related infrastructure and supports to ensure its success. The appointee will be required to interact with key stakeholders. Eligibility Criteria. Qualifications and/or experience. Ideally significant experience at Senior Level in the Health Services as relevant to the role. A record of managing change in a complex environment. Track record of team management and development. Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office. Evidence of project management skills encompassing all streams of work appropriate with key objectives priorities to achieve National Regional and internal milestones and responsibilities. Awareness of Quality Focus initiative in line with the Group's Continuous Quality Improvement Programme. Be aware of and adhere to relevant standards policies and legislation for example Health and Safety, Freedom of Information Act 1997, Childcare Act, HIQA Standards.
